Land Registration Should Be Under the Ministry of Land

Dhaka, Broadcasting News Corporation: Land registration should be under the Ministry of Land, said ASM Saleh Ahmed, Senior Secretary of the Ministry of Land. He made these comments on Sunday (December 14, 2025 AD) in a meeting held at the Ministry of Land conference room regarding bringing registration-related activities under the Ministry of Land in accordance with the recommendations of the Public Administration Reform Commission, with the aim of easily providing land services under one umbrella.
The Senior Secretary stated that land management in Bangladesh has long been known as a symbol of complexity and public suffering. One of the biggest reasons for land-related complexity is the dual control of land administration and land registration. Currently, while land administration falls under the Ministry of Land, land registration activities are conducted under the Ministry of Law. This division has created administrative inconsistencies and made land management more difficult.
He said that we all work for the people, so we must all work together to alleviate the suffering of the people. It does not matter which ministry you work for; what matters is how much service you have been able to provide to the public. Land registration is essentially an integral part of land management. The transfer of land ownership, execution of deeds, mutation (name change), and correction of records (khatian) are all part of the same continuous process. However, when the responsibility for this same process rests with different ministries, information coordination is hindered, decision-making is delayed, and opportunities for corruption increase.
