Dhaka Broadcasting News Corporation: The Bangladesh Election Commission has announced that the 13th National Parliamentary Election and the referendum will be held on the same day. The referendum will involve a ‘yes’ or ‘no’ vote on a single question containing four proposals. Do you agree to the July National Charter (Constitutional Reform) Implementation Order, 2025 and the following proposals relating to constitutional reform as enshrined in the July National Charter?; The proposals that will be voted on (‘Yes’ or ‘No’) are:

(a) The caretaker government, the Election Commission and other constitutional institutions during the election period will be formed in accordance with the process outlined in the July Charter.

b) The next National Parliament will be bicameral and an Upper House will be formed with 100 members in proportion to the votes received by the parties in the National Parliament elections, and the approval of a majority of the members of the Upper House will be required to amend the Constitution.

(c) Increasing women’s representation in parliament, election of deputy speakers and chairpersons of parliamentary committees from the opposition, fundamental rights, independence of the judiciary, local government, term of office of the Prime Minister, Political parties that win the next parliamentary elections will be obligated to implement the 30 issues outlined in the July National Charter, including the powers of the President.

(d) Other reforms outlined in the July National Charter will be implemented as promised by political parties. This information was provided in a press release sent by the Bangladesh Election Commission on Saturday (November 29, 2025).
