President Biden used his UN address Wednesday to deliver a full-throated condemnation of Russia just hours after Putin ordered a partial mobilization of 300,000 reservists.<\/figcaption><\/figure>\n

WASHINGTON, Broadcasting news corporation : President Biden slammed Russian President Vladimir Putin on Wednesday for making \u201covert nuclear threats\u201d amid its war on Ukraine \u2014 and accused Moscow of \u201cshamelessly\u201d violating the core tenets of membership in the United Nations. Speaking at the United Nations General Assembly in New York, Biden delivered a full-throated condemnation of Russia just hours after Putin ordered a partial mobilization of 300,000 reservists and accused the West of \u201cnuclear blackmail.\u201d \u201cJust today, President Putin has made overt nuclear threats against Europe and a reckless disregard for the responsibilities of the non proliferation regime. Now Russia is calling up more soldiers join the fight,\u201d Biden said, adding the Kremlin was also organizing a \u201csham referendum\u201d to annex parts of Ukraine. \u201cThe world should see these outrageous acts for what they are. Putin claims he had to act because Russia was threatened, but no one threatened Russia and no one other than Russia sought conflict.\u201d Biden also accused Russia of violating the core tenets of the United Nations Charter by waging its \u201cbrutal, needless war\u201d against Ukraine. \u201cThis war is about extinguishing Ukraine\u2019s right to exist as a state plain and simple and Ukraine\u2019s right to exist as a people,\u201d Biden said. \u201cWhoever you are, wherever you live, whatever you believe, that \u2026 should make your blood run cold.\u201d As he lambasted Putin for \u201cmaking irresponsible nuclear threats,\u201d Biden warned that a \u201cnuclear war cannot be won, and must never be fought.\u201d Earlier, Putin had delivered his own national address warning that he would use all the means available to protect Russia\u2019s territory. \u201cWhen the territorial integrity of our country is threatened, to protect Russia and our people, we will certainly use all the means at our disposal,\u201d Putin said, adding, \u201cIt\u2019s not a bluff.\u201d After delivering his remarks, Biden told reporters he had no other reaction to Putin\u2019s remarks \u2014 insisting it was all in his speech. Asked if he had anything else to add, Biden responded: \u201cNope.\u201d Meanwhile, Biden vowed in his address to continue to stand in solidarity with Ukraine as he sought to rally allies to stand firm in backing the Ukrainian resistance. \u201cLike you, the United States wants this war to end on just terms, on terms we all signed up for, that you cannot seize a nation\u2019s territory by force,\u201d Biden said. \u201cThe only country standing in the way of that is Russia, so we, each of us in this body, we determine to uphold the principles and beliefs we pledge to defend as members of the United Nations, must be clear, firm and unwavering in our resolve..\u201d
\nHe added: \u201cUkraine has the same rights that belong to every sovereign nation. We will stand in solidarity with Ukraine, we will stand in solidarity against Russia\u2019s aggression, period.\u201d Elsewhere in his UN address, Biden blamed Russia for the ongoing global food crisis \u2014 as he pledged $2.9 billion in global food security aid to address the shortages caused by the war and effects of climate change. \u201cRussia \u2026 is pumping out lies, trying to pin the blame for the crisis \u2014 the food crisis \u2014 on the sanctions imposed by many in the world for the aggression against Ukraine,\u201d Biden said. \u201cSo let me be perfectly clear about something: Our sanctions explicitly allow, explicitly allow, Russia the ability to export food and fertilizer. No limitation.\u201d He added: \u201cIt\u2019s Russia\u2019s war that is worsening food insecurity, and only Russia can end it.\u201d The United Nations has said the war has pushed another 47 million people into \u201cacute hunger.\u201d While the spotlight was on Ukraine during this year\u2019s UN gathering, another priority was the Biden administration\u2019s stalled attempts to revive the Iran nuclear deal.
\nBrokered by President Barack Obama in 2015 and scrapped by President Donald Trump three years later, the agreement provided billions of dollars in sanctions relief in exchange for Iran\u2019s agreement to dismantle much of its nuclear program. \u201cWhile the United States is prepared for a mutual return to the Joint Comprehensive Plan of Action if Iran steps up to its obligations, the United States is clear: We will not allow Iran to acquire a nuclear weapon,\u201d Biden told the assembly. Earlier, Iranian President Ebrahim Raisi took a defiant tone during his own address, demanding guarantees the US wouldn\u2019t abandon any revived nuclear deal. \u201cWe have before us the experience of America\u2019s withdrawal from the (deal),\u201d Raisi said. \u201cWith that experience and this perspective, can we ignore the important issue of guarantees for a durable agreement?\u201d Biden also reiterated his support for a two-state solution in the Middle East, saying the US was committed to Israel\u2019s security and giving Palestine the state they are \u201centitled\u201d to. \u201cWe will continue to advocate for lasting negotiated peace between the Jewish and Democratic state of Israel and the Palestinian people,\u201d Biden said. \u201cThe United States is committed to Israel\u2019s security full stop. And a negotiated two state solution remains, in our view, the best way to ensure Israel\u2019s security and prosperity for the future and give the Palestinians the state to which they are entitled.\u201d Biden added: \u201cBoth sides fully respect for equal rights of their citizens. Both people can enjoy an equal measure of freedom and dignity.\u201d The General Assembly is also confronted this year by threats of a major recession in Europe and continued strife between China and Taiwan.
