WASHINGTON, Broadcasting news corporation : President Biden said Thursday night that he\u2019s concerned about Russian President Vladimir Putin lacking an \u201coff ramp\u201d from his seven-month invasion of Ukraine \u2014 but Finland\u2019s prime minister strongly replied that the answer is to \u201cleave Ukraine.\u201d Biden has made a series of remarks criticized as weak throughout the Russia-Ukraine crisis, of which his fretting to donors in New York City about an \u201coff ramp\u201d for Putin is just the latest. The president told Democratic Senate campaign donors that \u201cwe have not faced the prospect of Armageddon since Kennedy and the [1962] Cuban Missile Crisis\u201d and that for the \u201cfirst time since the Cuban Missile Crisis, we have a direct threat of the use of nuclear weapons if in fact things continue down the path they are going.\u201d \u201cI\u2019m trying to figure out what is Putin\u2019s off ramp?\u201d Biden continued. \u201cWhere does he find a way out? Where does he find himself in a position that he does not not only lose face but lose significant power within Russia?\u201d When asked about Biden\u2019s remark, Finnish Prime Minister Sanna Marin gave a simple rebuttal. \u201cThe way out of this conflict is for Russia to leave Ukraine. That is the way out of the conflict,\u201d Marin told reporters Friday in a snap-back widely circulated on social media. Rather than walk it back, as the White House has had to do with several Biden remarks the past few months, press secretary Karine Jean-Pierre deflected a reporter\u2019s question about the \u201coff ramp\u201d remark during a brief gaggle aboard Air Force One on Friday. A reporter said to Jean-Pierre, \u201c[Biden] talked about the fact that you\u2019re trying to figure out what Putin\u2019s off-ramp is or something that would allow him to save face. Is there any concession being discussed between the US and allies that would be acceptable to make sure that this conflict deescalates?\u201d Jean-Pierre answered without directly addressing possible concessions. \u201cYou\u2019ve heard us say this before: there\u2019s only one country that is responsible for this war, only one country, and that\u2019s Russia. And they started this conflict and Mr. Putin has the ability to stop this conflict today,\u201d Biden\u2019s spokeswoman said. Putin this week signed a law to annex four partially occupied Ukrainian regions, despite recent Russian battlefield losses that forced a mass mobilization by the Kremlin to replenish troop ranks. Although Biden has presided over the distribution of massive amounts of US financial and military aid to Ukraine, he also has repeatedly irked Ukraine advocates with rhetorical missteps. Biden said in June that Ukraine might have to cede land to Russia in a \u201cnegotiated settlement\u201d and that \u201cI\u2019m not going to tell them what they should and shouldn\u2019t do\u201d \u2014 after European leaders including then-UK Prime Minister Boris Johnson demanded a full Russian withdrawal. \nBiden sought to walk back the minor incursion remark by saying that Putin \u201chas no misunderstanding\u201d about the \u201csevere\u201d economic sanctions that would follow a Russian invasion of Ukraine. He said he wanted to clarify, \u201cIf any, any assembled Russian units move across the Ukrainian border, that is an invasion.\u201d Biden also upset Ukrainian officials in January by allegedly telling Zelensky to brace for a \u201csack\u201d of Kyiv. White House National Security Council spokesperson Emily Horne described the report as \u201ccompletely false.\u201d But Zelensky later said he rejected a US offer to fly him to safety.
