Measures Taken to Stop Horn Honking to Control Noise Pollution

Dhaka, Broadcasting News Corporation: Excessive noise pollution is creating multifaceted health risks for humans. Noise pollution can cause partial or complete hearing loss, heart disease, high blood pressure, insomnia, and attention disorders, along with various physical and mental problems. Pregnant women may face risks of miscarriage, and there is a possibility of giving birth to children who are deaf or have disabilities/special needs. Those particularly affected by noise pollution include hospital patients, students in educational institutions, traffic police, rickshaw or car drivers, pedestrians on roads, and people living or working near sources of loud noise. As a result, it negatively impacts the country’s human resources and overall economic growth.
On November 24, 2025, the Noise Pollution (Control) Regulation, 2025 was published in the Gazette by the government. Rule 6 of the Noise Pollution (Control) Regulation, 2025 contains restrictions related to vehicle horns. According to Rule 6(2), no person shall install or use a horn in a motor vehicle or boat that exceeds the permissible noise level. According to Rule 6(3), horns cannot be sounded in silent zones, and according to Rule 6(4), horns cannot be sounded at night in residential areas. According to Rule 20 of the said regulation, if any person commits an offense under Rule 6(2), (3), or (4), a police officer may impose a fine.

To control noise pollution in the public interest, information regarding measures to stop horn soundings was communicated on Thursday (January 8, 2026) through a letter from the Ministry of Environment, Forest and Climate Change.
